Let's look at the last 2 impeachments:

1. Williams Jefferson Clinton. The report from Independent Counselor Bill Starr's report cited 11 possible grounds for impeachment. That means there were high crimes and misdemeanors that Clinton had committed that included perjury, obstruction of justice, witness tampering and abuse of power. Had Clinton not been President he could have gone to jail for any of those.
2. Donald John Trump. The Mueller report found NO grounds. The impeachment of President Trump was entirely political by butt hurt liberals and had no legal grounds.
