A head of a gov't dept doesn't have to show the "letter of approval" from POTUS, he can demand things get done his was...

An epidemic has broken out here in Germany. Almost 600 infected in a few hours. Furthermore, there is a suspicion that the first European case is a German which then spread to other countries by moving.
