Did you try changing the cyan drum. Also is the drum in lock position?

1) Replacing the Develop Sleeve Clutch "CL2" (FM2-3581-000) in the field has resolved the issue.
2) In this case the replacement of the sub PDRM-EF-A pcb resolved the issue. It was determined that it was the cause by following the steps below:
1. Re-fit 2 main controller sub PDRM-EF-A PCBs
2. If the symptom still occurs, interchange the upper and lower main controller sub PDRM-EF-A PCBs .
3. If the combination of colors that causes the symptom changed from yellow and black to cyan and magenta, suspect a faulty main controller sub PDRM-EF-A PCB and replace the PCB with a new one.
4. If the symptom does not change after Step2, replace the main controller PCB (main) with a new one.

FM2-9166 PDRM-EF-A PCB Assembly (S)
These are two cases in the field. Maybe this helps.
There is a problem with these machines on the toner shutters not opening correcly when you engage the process unit handle.....new modified rack. Machine should be giving you E-020 errors if a color is missing
