      I think that I'd start by washing off the operation panel. It looks like you'd stick to it, if you were to touch it.

      Maybe it would be pertinent to know what model bizhub this is. =^..^=
      If you'd like a serious answer to your request:
      1) demonstrate that you've read the manual
      2) demonstrate that you made some attempt to fix it.
      3) if you're going to ask about jams include the jam code.
      4) if you're going to ask about an error code include the error code.
      5) You are the person onsite. Only you can make observations.

              well the chip on the bottle is not being read, either bad chip or check the 3 gold terminals on the machine that make the contact with the chip.

                    Try to manually add toner in service mode.

                    or

                    Take the exit tray cover off and have a look if the bottle is spinning. remove the bottle and have a look if there is any toner inside the hopper. If it is then switch the machine off and pull the drum and dev unit out and check if the dev unit is getting toner inside. If it does then check if the door switch is operating OK if there is no tonner in hopper or dev then remove the tonner hopper and clean everything you see. Sensors, vacuume the hoppers and then check for proper operation of actuators and agitators and shutters manually.

                    Check in history if there is any C-Codes.
