    is there anti virus blocking it. also you never said if this is w7,w10 etc. makes a difference. turn firewall off.

        Checking the as we speak as I tried a different computer and the scan works comparing Both to see the differences both are running win7 with service pack1

            check the ip scheme. seems they are not on the same network.
            We know a thing or two because we've seen a thing or two.
            The medication helps though...
