looks like the transfer belt cleaning blade or auger channel is amiss.
it may be best to replace the belt unit unless its new enough its worth fixing.
a visual on the belt unit should help.
i think those bars are color density/registration patterns that dont look cleaned off the belt properly.
We know a thing or two because we've seen a thing or two.
    The medication helps though...

Maybe I'm wrong about this, but those CMYK bars are usually caused by the HVT shutting down for short periods of time. I think that you'll find that the distance between those CMYK bars is the exact distance between the drum units, as they sit in the machine. The main reason that the HVT shuts down is that one of the developing rollers is arcing to its drum unit. The big question is: "Which color?" The color that makes the lightest band is usually the one that is arcing. I don't see a yellow band, so my guess is yellow. I would replace the yellow drum and developing unit, based on your two photos. =^..^=
If you'd like a serious answer to your request:
      1) demonstrate that you've read the manual
      2) demonstrate that you made some attempt to fix it.
      3) if you're going to ask about jams include the jam code.
      4) if you're going to ask about an error code include the error code.
      5) You are the person onsite. Only you can make observations.

the pic looks like there may be developer on the 2nd transfer roller also, this could cause hv arcing.
