i've encountered it several times on a3 machines, and it was always the belt cleaning blade.

            Update firmware.
Shake the cyan drum unit for 10 times, and print 30-50 internal full color test pages followed by the high agitation speed function.

From your picture the blade is not cleaning the belt, most likely worn as is the 2nd unit you fitted.

Fit a NEW transfer unit not a used one.

The line in the middle is the colour /reg calibration patten. That's how it supposed to look like. If that was the blade issue, the line would be smeared, this one is perfectly defined.
Print out solid test pages, see which IU is playing up. Cyan tcr is tad too high but not critical. Laser glass cleaned?

If you manually turn the transfer belt does it clean that stabilize line off or does it stay on the belt? The IU units on this unit is just as bad as the transfer belt and waste toner bottles they all break or fault out. They have a 60 day warranty on all theses parts for a reason and not a counter.

hi yes, I've cleaned the laser glass
that line only cleans off my transfer belt after a few prints
any setting i can do to make the line go away?

Something is wrong with the belt itself then. I would replace the whole belt

If you are in the US (not sure if it applies to other countries), KM has put the image units of a number of the desktop sized machines into the YPP warranty mix so they can be claimed under a page count. None of the other items however, just the image units. I have no idea what the expected life is on them, or how the percentage of credit breaks vs page count breaks down for them, but so far any that I have claimed have always been a 100% credit.

These are the desktop models I can see under the YPP list for us:
                          4700i
                          4750i
                          C3300i
                          C3320i
                          C3321i
                          C3350i
                          C3351i
                          C4000i
                          C4001i
                          C4050i
