    I've attached the boot up troubleshooting guide from Konica. I recommend following it as it will walk you through testing different failures.

    Generally they aren't encrypted. Does the copier startup off of the firmware update usb stick? If so, the copier is fine and there is just something wrong with the SSD. When installing a new SSD, they come from Konica completely blank. The firmware updater formats them. If partitions exist it tries to use it without formatting. So one trick is to format it with a computer to wipe out the partition table so the firmware updater writes a new one.

    As far as that tool goes you can get it from Konica's dealer page. I don't have a way to host it and send it to you. If you aren't a registered dealer, Copier Tech on this forum sells them from his website or if you donate to the forum there is a chance someone will send it to you.
