Print problem with minolta c250

HELLO
I Have an intersting print problem:
When a A3plus sheet are almost empty - we have a small image and a few word (black color) - after printing the entire sheet are covered with a gray color like I put 5% or max 7% gray.
But I like the sheet to be white not gray because the gray are not in PDF.

you may hve to adjust the 2nd xfer voltage for the papar weight that you are running.

I added an image

so somebody can help me
The gray are present also if the thick of the paper are low (normal paper)
The image I've added is a book cover have to be paper color not that gray.

question: does the copier do this when copying also?
