most tech, play it by ear, experience or from the service manual, THATS OUR JOB of course its not the tech fault, as company who hires him, if the surgeon sucks it's the medical schools fault? and send him out, even though he might say he knows the machine just to keep his job, lying will not help your reputation or the company's as well some tech just drags the issue, making it more costly, you mean thieves and scoundrels? while yes there are a few good ones out there, its like a doctor, they are just guessing, making an informed decision based on the combination of symptoms, physical evidence, theory and localized component testing and thorough inspection?
unless you goto a specialist, even then, its guess work. sadly that the way it is. agree to disagree

i would clean the machine thoroughly, vacuum out all toner residue, literally its hard work, but you might have a bad seal leaking, or a developer seal worn away and toner is going everywhere, cleaning is only a temp solution, you must find the leakage either in the drum or developer. Its good to have a tech one that specializes in your machine. that like finding a needle in a hay sack. good luck.

with any luck the machine is a boat anchor by now
We know a thing or two because we've seen a thing or two.
    The medication helps though...

then alsp make sure that the first transfer rollers are perfectly in order in the transfer belt section , also make sure that the chargers are properly in order i mean they are clean and still very ok without any rust surface . am sur these should help God Speed bro
Frankly I have to agree with BC on this one sounds like the OP has no damn clue on what's going on.
Even some 'techs' shouldn't be in the industry.
