OEM toner? It looks like developing to me, but not the usual. =^..^=
If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

It sure is unlikely to get 4 dev bad at the same time. But it just doesn't look like transfer. What do the U089 gray patterns look like? =^..^=

I'm doing maintenance on a 300ci today. It only has 57k on color, but the developer oxidizes. That's why they list the cycles as 3 years or the count.
          Hope that helps !

I'm with tmaged on this. These developing units never make yield unless you are high volume 100% color. =^..^=

I would also try new set of paper and check density settings. stop print in just after enter fuser and see before and after. examine fuser.

Also, always put the machine in monochrome mode and check grayscale to start with. this will eliminate colour devs ect.

                        anybody checked the charge rollers?

or a really abused T belt + weak DVs?

I'd learn toward unused colour dev units binding up. Take them out and vacuum up loose toner outside the case. Give them a firm bump with your hand to loosen any binding dev an turn the dev roller by hand to check for even density.I've also seen something similar when coffee was spilt down the side of the machine an dried on the ITB.Only way to fix it was a new ITB ass'y.
