[CQ] Kyocera 3551 when developer refresh is performed afterwards I get a magenta page

I attended a Kyocera 3551ci today which had a paper jam in the fuser which was caused by the offending paper being covered all over in magenta.
The image of the print was there but it was was masked by the fact that there was magenta from the leading edge to trail.
I have tried a new magenta developer unit and interchanged the black drum unit with the magenta and had no luck.
Firmware is on latest 2018.25.5 and I have also changed both Hv boards and terminals at the rear of the device.
When you first of all run a status page it prints out fine and then do a drum refresh there are no issues but when running a developer refresh it brings up this copy quality fault.
Any you got any issues/had this problem?

    Thanks

The first steps would be to do a calibration followed by a toner curve adjustment. If this does not help your situation, I would suspect that the HV output for the color, in your case magenta, is shorting out somewhere causing the full page background. Had a few cases where toner dusting was creating a short for the HV for that color and just cleaning/vacuuming the toner dust from the HV boards and the back of the unit resolved the issue. Had one case on a Kyo color printer a year ago where the HV voltage for yellow had been shorting out due to toner dusting and had created a pin-hole void in the insulation creating a yellow background. Hope this helps, let us know how you make out.

Developer refresh can be useful ... to a point. If you run it once, maybe twice you may agitate the developer and tone it up. If it was on the verge of overtoning already and you do a developer refresh, that's when it goes bad. You'll get more toner than you want and there's no going back without that developer changed. It's a judgement call that we've all misjudged at one time or another. =^..^=
If you'd like a serious answer to your request:
        1) demonstrate that you've read the manual
        2) demonstrate that you made some attempt to fix it.
        3) if you're going to ask about jams include the jam code.
        4) if you're going to ask about an error code include the error code.
        5) You are the person onsite. Only you can make observations.
