Have a 4002i that has a grey back ground. Tech tried a new developing unit, drum unit, fuser, and transfer belt. Still bad copies.

106mm is too long for the drum. I would suspect that the the media type is set incorrectly or the fuser temperature is set incorrectly, that is, if the fuser has been recently replaced.
Nothing comes up at 106mm ... but press roller defects repeat at 109mm. =^..^=If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

I would double check that your supply counters have been correctly reset as well.Comment

Looks like it's cold fusing. If you scratch the Kyocera logo at the top of the page with your fingernail, does it come off? Is this normal 20# bond paper? Is the problem intermittent, or every print?
I've had troubles with some fusers intermittently cold fusing on plain paper, even after replacing fuser and up-to-date firmware.
An easy fix to try might be to change the default media type of plain paper from "Normal 2" to "Normal 3". However, note that this may cause problems if the customer has a BF unit. Changing this setting will reduce the amount of plain paper sheets that can be folded at once.

I wouldn't call that background, it looks likes the image is repeating and smudging. I second the cold fusing anomaly. I have had machines where the client has awful looking samples and I cannot duplicate it and no low temp codes on the Event Log. Changing the media type may help but ultimately Kyo needs to address it via firmware.
So that leaves the key question: Is it consistent? If yes, can you panic stop before the paper hits the fuser?Comment

Had tech install another new developing unit and everything OK now. That is what I thought it was when I looked at the originals but they said that they already changed it out. Bad new developing unit !!!

I had a similar one. Machine was backgrounding, sleeve rollar was usually dark on the Dev so replaced the Dev copies where all great no background. A week later it was back machine was backgrounding again took Dev unit out again an unusual amount of toner on the sleeve rollar. I ran off a few hundred black halftones background settled replaced drum to rule it out... A week later was back to square one. I fitted an mk so replaced belt Dev drum and so far it's been ok few weeks later.
What is even crazier I took the Dev that had 2000 copies on it that was backgrounding in that machines into another machine with just doing the setup and was no background. I was expecting the symptoms to jump to this machine but it didn't. So I'm completely baffled it was either the belt or it needed everything replacing at once.Comment
