Is a resolution to this issue, where a tech has to go onsite to fix the problem, considered billable labour, even when there is a toner/ labour/ parts service contract in place?

No. Since it's an issue (firmware) with our machine, it wouldn't be billable.

If it was an issue with the customer's network or computer, then that would be billable. Say, the customer's IT department neglected to load the proper drivers for a device (even though our company usually does this upon initial setup at customer location), or did an update to the server/ network that caused a print issue, or changed a password and scanning stopped working.

I had this same problem a few years ago. Some how, the file you are updated was corrupted during the upload process. Both old and new firmwares are corrupted and the only way to fix it, is to replace the controller board. I have had this happen to me twice on two different modals, using SD card to update. I try not to use that method and if I have time, I update thru WIM or ARMS if that machine is on @remote.

I wish you would tell my coworkers that, they just was to update whatever is causing them a problem today, not worrying about tomorrow.

I think it's better to be proactive with firmware but most techs disagree with me and tend to be reactive.

                  Did you then immediately reboot?

Had to use that sequence on a 3504ex last week.
You Type in the code, and then you should hear a beep after the sequence. Then you reboot machine.
Ours was caused by ARFU not being able to update "Animation" f/w on the SOP, and then was stuck in an "Updating Loop" where it would "load the firmware" restart the machine, and then repeat.
Ricoh informed me of the reset sequence you mentioned. It worked the first time, but a week later the same thing happened and replacement of the Panel was necessary.
