Disconnect the hard drive and try it, also if it has a fax board, disconnect that too. Reseat the RAM. Remove and reinstall the controller board. Reseat the connectors at the operation panel and at the IPU.
Check AC power coming into the machine, how many volts, is it steady?

agree with what anothertech has suggested to you, I suggest you to "squeeze" lightly with pliers, on both ends, the connectors of that damn Chinese usb cable, which connects the controller to the panel, the connection, and the vibrations, generate a lot of problems, the 'I have always found a little "free" to move! ... if you can without disassembling half machine, change it
