Ah. I'm taking a guess that the clip is part of the problem. It's a great idea by LPS but.. I don't know how well it works. It's certainly cheaper than a new carriage.
Again, make sure you can't pull the belt independent of the carriage.

Yikes.. that looks like some desperation went on.I would replace the carriage if it was me.. it's $210 from LPS, or $267 from HP. And that's for a complete carriage with the PCA and line sensor, cutter, etc.
Is the rear bushing in place? Did you tamper with the carriage bushings at all? How much can you move the carriage around when it's installed? Can you turn it left or right as it faces you?
The printer is laying down ink in both directions of the carriage, but somehow it's not in the same exact spot in both passes, so the lines become disjointed or images become ghosted. So somehow the carriage is either getting turned slightly.. or the registration of its position based on the encoder strip and sensor, is off. I guess make sure the carriage PCA is securely mounted and not moving around either, since the encoder sensor is mounted to it.
The rear bushing looks like this (this is a 500 carriage but it's the same bushing):

Also, looking at your picture, it's possible the belt is now pulling the carriage from too close to the carriage's side and not from in back like it's designed, which is going to torque the carriage around, I would think. Just a guess.

I think the parts from LPS are reliable. Plus they have a 1 year warranty. HP only gives 90 days.

If it means anything, I have the exact same issue with a HP Designjet T1700ps 44" brand new. If I run internal demo prints or diag images its all ok. All line feed and alignment auto adjust settings test ok and look fine. Any print jobs sent will do this, even the windows test print. This could be a FW issue, I'm not certain, it is under warranty I'll be calling HP tech support? Also...what's the service menu password on T1700?. I know what it is on the other Designjets but HP has changed it on this one. its different!
*I also have the double font "look" running service and usage reports.
I have also tried PCL and PS print driver different drivers nothing changes.Comment

I don't have the service manual for the T1700 yet. 3174 doesn't work to get into the service menu?
