I got a couple service calls of 951 recently ,all had the same problem-the image was blurred in some area.I changed the drum ,the problem solved. But the problem came back after few weeks .The life of the drum is just 20k to 80k.Any suggestions about this issue ?Thank you very much!

the LED array is likely dirty.
We know a thing or two because we've seen a thing or two.
    The medication helps though...

More likely some a foreign contaminant causing distortion in that case.

If it was toner the image would be lighter in those areas.
Giving every thing in that engine a good cleaning does magic.

How does the mag roller look any scratches or build-ups?
        Whatever

Like the others have said: between the LED array and the charge grid, that pretty much resolves all quality issues. Do you have a sample of 15% halftone fill? That would tell a lot more. =^..^=
If you'd like a serious answer to your request:
          1) demonstrate that you've read the manual
          2) demonstrate that you made some attempt to fix it.
          3) if you're going to ask about jams include the jam code.
          4) if you're going to ask about an error code include the error code.
          5) You are the person onsite. Only you can make observations.

Wanted to say that I had this problem a while back and It would come and go. I came to the conclusion that it was a combo of environment(higher humidity) and usage pattern(or lack there of). I checked all of that stuff, charge and LED etc. Ended up being just running a stabilizer in the morning would resolve it.
