If cyber forensics does prove that Russia was the aggressor (likely) this does put President Biden in a tricky position as to how to best respond. You do not want to heat up a cold war during a global pandemic and you do not want to be distracted by a provocative action side tracking Biden's rebuild America policy initiatives.

Biden will take the advice of his experts. There will be no shoot from the hip reflex responses.

I suspect most of the response will occur without publicity as parts of the Russian infrastructure quietly begin to fail. The responses will be on a secret US timetable executed with plausible deniability. The response will not reveal US cyber ways and means.

The public response will involve sanctions in consultation with NATO and allies to rebuild a broad coalition damaged by the last four years of the Trump presidency.
