Kind of a hard thing to do but I am about 99% sure your Liscense code relies on an internet connection to validate with the server, you can always try entering the liscense code in service mode or admin but I don't think it will be helpful.

We know a thing or two because we've seen a thing or two.
      The medication helps though...

        Nope, i is always "incomplete".

You should get the license-code per mail.
And you need internet for activation.

You can install/uninstall i-options(aka LKxxx) if you have access to KM's LMS - the MFP doesn't have to be online.

possibly, the ioption is generated using a "sale code" given to you by our lord and saiviour, konica, which you put into their validation website, that uses the seriall# and their code to generates the validation key for the machine. i dont the validation key is transferable, and dont want to play around with a key that costs thousands. but the purchase code might.

I obtained license code and function code from LMS website.
Enter license management setting and input these 2 codes, press apply but machine showed " unable to confirm setting ".
The machine only connected on intranet, how to fix this issue?

What i option are you trying to install. You shouldn't need an internet connection doing it the way you have done it, i do them all of the time. When you went on the LMS, did you put in the right serial number for the device that you want to install the i option on
