Did you try parts check in service for M5. Also check wire harness and connector pins.
What are the jam codes. Is your right deck workiing?

When these Canon paper decks have any kind of a lift error the motor operation just times out after so many seconds. The first thing to do is just turn the machine Off/On and see if it will try to lift again.
If you'd like a serious answer to your request:
      1) demonstrate that you've read the manual
      2) demonstrate that you made some attempt to fix it.
      3) if you're going to ask about jams include the jam code.
      4) if you're going to ask about an error code include the error code.
      5) You are the person onsite. Only you can make observations.

Right Deck (M5) and Left Deck (M4) lifter motor on the DC controller at J105, Pin 13 and J105, Pin 12
information in the Service Manual is incorrect. The voltage should read 0 volts until the Paper Deck is inserted into the copier, when it should read about 3.9 volts as the lifter motor is lifting the paper.

That's true. Another simple thing do is to look behind the deck and make sure there is no paper stuck.

The machine we are transported to repair the company and the same result.
Power supply to the machine is 240V.
                    Power source is 24V.
After closing the paper deck to 3,9V discovery motor,
but the motor will not start even though it is new.
