Would you be so kind as to send me the reset code?

    Thx.

The third case seems acceptable. The customer is the owner of the machine (we're not talking about machines under contract), and he has the exclusive right to decide who services his machine. So in a perfect world, when the machine is delivered to the customer's premises, the customer should be asked to set his own service and administrative password. And all servicing should take place assisted by the customer's representative (data security, privacy issues, etc.).
But it's not a perfect world, and large service centers set up passwords on customers' machines, also the aftermarket receives machines after service contracts with passwords set up.
So every service, even the smallest, should be able to remove passwords.

The fourth case is unarguable, but people lie and it is often difficult to distinguish between mistakes and deliberate action.
The first attempt to stop the problem has been made, and so far it has been successful.

You also have to consider that not all of the world is “first world” - and in many places people want and like to be cheated, just as much as they like to cheat - just such local folklore.
