as old as this machine I wouldn't put any money in it. If you have a machine you could borrow the fuser from I would try that

              pic please.
did the blurring change direction with the image or does it now go across the short edge?

can you stop it before it hits the fuser at the end?
double check the reg roller and 2nd transfer roller too, it maybe when the trail edge is out of the last vertical transport roller the paper stalls or flicks causing 2nd transfer blur.
id keep stopping the process until i saw where the blur happens.
whats the life on the belt and drum? the gradient looks poor as it is.

In my old Toshy days I would say developer unit spacers/rollers. I think if you can change black developer unit(DV-711K) it would narrow down this.

Is it a print or a copy, if a copy is it from the glass or RADF - I've seen that happen so many times on the older devices where the document feeder isn't the correct height at the back. If printing, is the image on the the transfer belt, or the drum

This looks like a drive issue with the paper slipping/stopping at time of second transfer. I have had this and it turned out that one of the main drive gears for transport had lost a tooth causing a skip in vertical transport past the ITB.
